Temporary registration
Temporary registration – general information
Dealer’s licence for test driving (PDF file, 566 KB)
Temporary registration (PDF file, 100 KB)
In this section we provide general information about temporary registration. For example, you can read about who can apply and what different types of temporary registration are available.
Temporary registration can be granted for motor-driven vehicles and trailers:
for the import and export of vehicles
when a foreign registered vehicle is to be used temporarily in Sweden.
When a temporary registration is granted, the owner receives documentation of approvalaproval, a registration certificate and special registration plates. The documentation on temporary registration must always be carried on journeys.
The special registration plate is red with white text and is either:
a single-line plate with outer dimensions of 480x110 mm or
a two-line plate with outer dimensions of 195x155 mm
The expiry date of the temporary registration is shown on the plate. As you can see from the image shown below, the year is stated on the right hand side of the plate and the day and month are stated on the left hand side. If there are limitations on the use of a vehicle the letter B is shown on the plate.
What type of temporary registration can I apply for?
There are various types of temporary registration. The type you can apply for depends on whether you are resident in Sweden or not and on whether the vehicle is used or new.
If you are a permanent resident in Sweden, you
can apply for temporary registration in the following cases:
When a vehicle is imported to Sweden for permanent use, but only if you do not manufacture, transport or trade in vehicles on a commercial basis.
When a new vehicle is to be exported, but only if you intendintend to leave Sweden no later than three months after temporary registration has been granted.
If you are a permanent resident abroad you can apply for temporary registration in the following cases:
In the case of the export of a new or used vehicle from Sweden
For the temporary use of a vehicle that has been or will be imported to Sweden for test driving, but only you are just going to stay in Sweden temporarily.
For the temporary use of a vehicle imported to Sweden for private use, but only if you are just going to stay in Sweden temporarily.
Can the buyer apply for temporary registration?
A little time and effort is needed to help a buyer obtain temporary registration, but it can be advantageous and practical to do so... In this case, you can report de-registration of the vehicle at the same time as the foreign buyer applies for temporary registration.
The buyer can apply for temporary registration in the following cases:
The vehicle is used and the buyer is a permanent resident abroad
The vehicle is new and the buyer is a permanent resident abroad
The vehicle is new and the buyer is a permanent resident in Sweden but intends to leave Sweden within three months.
What is meant by a ”new vehicle”?
A new vehicle is a vehicle that has not been in traffic in any country and that is either unregistered or has only been registered as inactive, i.e. has been pre-registered, in the Road Traffic Register. If the vehicle has been in traffic even for one day it is regarded as used
Temporary registration for temporary import, for test driving or private use in Sweden
When can you apply?
Give careful thought to whether or not you need temporary registration when you import a vehicle temporarily for test driving.
If the vehicle has a valid registration in another country, you can use the vehicle on the basis of that registration. Note, however, that only certain types of temporary foreign registrations are valid in Sweden. Foreign registration forms that give a permit to use the same plate on several vehicles, i.e. the equivalent of the Swedish dealer’s licence, are not regarded as valid registrations either (with the exception of some registration forms in the other Nordic countries).
Is the vehicle is to be used exclusively for test driving in an enclosed area? If so, it does not have to be registered. However it is important that the area is enclosed under the legislation and that the vehicle will never be used outside that area. The requirements concerning what can be regarded as an enclosed area are very strict. For instance, an airport area and a military area are not normally regarded as enclosed areas. It is the police, the prosecution service and the Swedish courts that interpret Swedish legislation and that assess what areas can be regarded as enclosed. Contact the police before you test drive an unregistered vehicle and let them assess whether the area is an enclosed area under Section 13.1 of the Road Traffic Register Act (2001:558)
Do you have a recurring need to apply for temporary registration in connection with test driving? If so, you can apply for a Swedish dealer’s licence, but note that a dealer’s licence covers more limited use than a temporary registration, as your dealer’s licence will not be valid for private use. Click on the link on the right to open the form “Dealer’s licence for test driving” as a pdf file.
Temporary registration can be an advantage if you are only going to test drive a few unregistered vehicles or if you are sometimes going to use the vehicle on public roads for purposes other than test driving, such as driving to and from a restaurant for lunch for instance.
The term “private use” in the heading above applies for example to tourists whoexperienceexperienceexperience various kinds of problems with their vehicles here.
Registration plates, registration certificate and decision
In the case of a temporary registration, the vehicle is given a new registration number. We send the documentation on temporary registration, the registration certificate and the special registration plates to the applicant’s address in Sweden. Do not forget that the documentationdocumenation on temporary registration must be carried when the vehicle is used.
Period of validity
The temporary registration is valid for three, six or twelve months depending on what period you chose in your application. If you do not state a period in your application, the registration will be for twelve months. The vehicle must leave the country during the period of validity. The period of validity cannot be extended. If the temporary registration is for test driving, a new temporary registration can be granted when the earlier registration has expired. The special registration plates must be destroyed when the period of validity expires.
Temporary registration lapses in the event of a change of ownership. It can also be discontinued in advance, if, for instance, the vehicle is taken out of the country. If this happens, the owner is required to give the Swedish Road Administration written notification, preferably on the registration certificate. The special registration plates must be returned to the Swedish Road Administration at the same time.
Use in Sweden
The vehicle may be used in normal traffic during the period covered by the temporary registration, but not in commercial traffic .
Use abroad
Do you intend to use the vehicle abroad? If so, you should check how you are entitled to use a temporarily registered vehicle in the country or countries concerned.
Fee
You must pay a fee of SEK 250 for this type of temporary registration. We will send you a payment form for the fee when your temporary
registration is granted.
There is also the matter of an additional cost for third-party insurance (does not apply to trailers).
Application
Applications must be made on a special form from the Swedish Road Administration. Click on the right to open the form as a pdf file.
Applications must be made on a special form from the Swedish Road Administration. You can also order the form from the Motor Vehicle Register.
To be granted this kind of temporary registration you must either be a permanent resident abroad or the management of your company must be located outside of Sweden.
The following documents must be attached to your application:
a Swedish third-party insurance certificate for temporary registration (does not apply to trailers),
a record showing that the vehicle has been approved at a vehicle inspection centre in Sweden within the twelve-month period before the application, or an equivalent foreign certificate showing that the vehicle has been tested and approved according to EU Directive 96/96/EC of 20 October 1996 within the twelve-month period before the application, or a certificate from a vehicle manufacturer, signed by a person authorised to issue such certificates, showing that the vehicle meets the requirements according to the EU Directive.
If your company is already registered in the Road Traffic Register and noted as a holder of what is called collective insurance, then you do not have to provide a new third-party insurance certificate.
